The AppServer's Active Clients will increase when an error is sent to a session-free Web Service
com.progress.open4gl.ConnectFailedException: Request failure: Max client connections has been reached (7251)
AppServer running in state-free mode
AppServer code ends with RETURN ERROR
The WSA connection-pool keeps increasing when the AppServer returns an error
