FACT(s) (Environment):

CAUSE:
The jvmStart executable in $DLC/bin directory does not have execute permissions
FIX:
Add execute permission to $DLC/bin/jvmStart
chmod +x $DLC/bin/jvmStart
In case where the jvmStart executable in $DLC/bin directory does have execute permissions,
it has been observed that sytem was running out of the available memory and fix is to increase the memory available to the system.
