SYMPTOM(s):

The specified CGI application misbehaved by not returning a complete set of HTTP headers.

Manually running cgiip.exe from DLC\bin directory returns correct set of headers

The IIS 6 has web service extension mapped for cgiip.exe

The scripts virtual directory has read and execute permissions.

CAUSE:

Network Service account has no permissions set on DLC directory.

FIX:

Make sure the 'Users' group, of which the Network Service account is a part, has the correct permissions on the DLC directory
