An index rebuild may improve an index's Utilization percentage and Factor, but it will not affect the table data's Scatter Factor.
To improve the Scatter Factor of a table requires dumping and loading the table's records so they could be re-grouped.
Additional ways to improve a table's Scatter Factor would be to:
1. Place the table into it's own storage area.
2. Place the table into a Type 2 storage area. The Type 2 storage areas feature became available in OpenEdge 10.
