An internal procedure or a function contains a FOR statement with descending sort option spelled as "DESC".
The Outline view does not display any succeeding internal procedure or function after the internal procedure or function that contains the FOR statement.

Bug# OE00159389
CAUSE:
Having an internal procedure or function that contains a FOR statement with the descending sort option spelled as "DESC" will break the Outline view and cause it not to display any succeeding internal procedures or functions.
FIX:
Upgrade to 10.1C
Alternately, use the descending sort option in the FOR statement spelled as "DESCEND" or "DESCENDING".
