FACT(s) (Environment):

OpenEdge 10.1B
OpenEdge 10.1C
OpenEdge 10.2x
Windows 2008

FIX:

Windows Server 2008 (aka Longhorn) is certified with OpenEdge 10.1B and later.
The Small Business Server Windows 2008 bundled package is also a supported configuration.

Please note, this Solution pertains to Windows Server 2008 SP2, not Windows Server 2008 R2 which is a seperate MicroSoft release and Certified from OpenEdge 10.1C and above.

Progress Explorer fails to start on this platform, as an alternative in order of recommendation:

1. Use the OpenEdge Explorer on Windows 2008 R2 instead of Progress Explorer,please reference P142754 "Announcing the availability of OpenEdge Management 10.2A and OpenEdge Explorer 10.2A." for OpenEdge Explorer Tool, which is the Progress Explorer replacement.

2. Continue to use Progress Explorer on an_other machine eg Windows XP, Windows 2003, or Windows Vista.

3. Start the database with a Local System account, instead of Progress Explorer example:
# teststart.bat
sc create OE_start_db binpath="<dlc\bin>\_mprosrv <path>\<dbname> -pf
<path>\<dbname>.pf" type= own
type= interact
sc start OE_start_db
sc delete OE_start_db
