CHANGE:
Transitioning from a Microsoft Small Business install to windows 2003 r2 sp2
CAUSE:
Microsoft JVM was corrupted
FIX:
Reinstall the JVM by running msjavx86.exe which can be found in the
%DLC%\bin\3party directory.
