No, the default Progress database system configuration does not store or maintain any information related to user data table inserts, updates or deletes. Table create, read, update, and delete activity can be monitored by schema and/or session db triggers. Also, as of version (10.1A) the database engine includes a SOX-compliant auditing sub-system, which has to be specifically configured and activated.
