FIX:
1) Check the version of Java being used. If the version of Java is unsupported for the Progress / OpenEdge then there may be security differences in the Java version which can cause this error.
2) Check the ownership and group of the proadsv file. If the user / group which owns the proadsv file does not have rights to read the /etc/passwd or shadow password this may cause problems.
3) On HP-UX use the -XX:+UseGetTimeOfDay as a parameter of JVMARGS in the AdminServer and in all scripts which issue commands which communicate with the AdminServer such as dbman, asbman, wtbman, etc.
