CAUSE:
Insufficient permissions in registry to register the control
FIX:
While running the regsvr32 command, monitor registry activity using Process Monitor (http://www.microsoft.com/technet/sysinternals/utilities/processmonitor.mspx) or similar tool.
Check the activity for ACCESS_DENIED results to see which registry keys have insufficient permissions.
Use Registry Editor (regedit) to add permissions accordingly.
