Database bi file was successfully truncated under 10.1A or earlier
This codebase cannot open a 32-bit DBKEY database with After Imaging enabled. (13713)

CAUSE:
In addition to truncateing the BI files in 10.1A, the AI files need to be emptied prior to starting the db under 10.1B.
FIX:
Disable after-imaging first and re-anble prior to starting the database under 10.1B.
