FACT(s) (Environment):

SYMPTOM(s):
Attempting to connect a Progress client to a database via TCP/IP protocol will
automatically invoke the Windows 95 Dial-Up Networking dialer.
CAUSE:
On the standard Windows 95 Dial-Up Networking software, you may find that the dialer automatically initiates a dial connection anytime a TCP/IP application initiates a connection, whether dial-up connections are needed or not.
FIX:
To disable automatic dial-up:
Go to the Control Panel and open the Internet panel in the Dialing section. You will see a checkbox labeled "Connect to the Internet as needed." Clear that checkmark.
The disadvantage is that all automatic dial-up connections are now disabled, you will need to manually initiate dial-up connections, even those where you want to connect to the Internet.
