SYMPTOM(s):
Cannot install Progress 9.1E on Windows 2003 Server
Receive error: Unable to Install Java Packages" during Progress installation on Windows 2003 Server
"Java Package Manager - Unable to install Java Packages from %WINDIR%\Java\classes\xmldso.cab. Access is denied "
Unable to install Java Packages from C:\WINNT\JAVA\CLASSES\XMLDSO.CAB. Access Denied
Installed the Microsoft Java Virtual Machine (JVM) from the Progress installation media and still receives the error when installing Progress.
FACT(s) (Environment):
MS JVM is not installed on the machine.
Clean installation of Windows 2003 Server
Windows 2003 Service Pack 1 installed on the PC
File XMLDSO.CAB is present in the location specified

CAUSE:
The Product Availability Guide for Version 9 of Progress has a Platform Note which states that Progress V9.1E 32 Bit Requires JVM 1.4 - (JVM 1.3 is not supported for the Microsoft Win64 platform). The JVM supplied with Progress is 9.1E is Java 1.3.1.
FIX:
Download and install Java 1.4.2 from www.microsoft.com. Then install Progress.
