SYMPTOM(s):
Service Pack will not install on Windows Server.
No error is given on exit of install.
Installation exits shortly after backup completes.
If a backup of the current install is not requested, installation still fails.
User is LocalAdministrator.

Windows
OpenEdge 10.x
CAUSE:
Cause is unknown at time of writing.
FIX:
Workaround, boot Windows into SafeMode and install service pack.
