Command to start Data Dictionary (Data Administration Tool) includes the -rx parameter.
FACT(s) (Environment):

CAUSE:
The -rx parameter should not be used when attempting to dump data from the Data Dictionary (Data Administration Tool).
FIX:
The -rx parameter is used to enable a Runtime Client License to compile encrypted .p code.
Use of the -rx with compiled code may disable normal functionality.
Remove the -rx from the command used to start the Data Dictionary or Data Administration Tools.
