SYMPTOM(s):
Performing local installation
Setup.exe run from network share
The following error occurs:
Could not set _szDefaultLanguage in IDC_COMBO1
Default language combo-box is empty
Additional languages selection list is empty
Supplemental languages list shows languages as expected

CAUSE:
Network share used pointed to a completed installation, not to the installation media.
The completed install will also include a setup.exe as this executable is also used for Add Components, License Update and Uninstall operations.
FIX:
Run the setup from the installation media
