GOAL:
Is there a way to check if a database process is alive without connect it from 4GL.

FIX:
Since 9, Progress 4GL supports sockets which can be used to connect to a Process on a server side, for instance a Progress Database process. However, do not write anything on the socket because in case Progress Process is connected, it may be damaged.
