The proxml.dll or libproxml.so was missing or incomplete or XML could not be initialized. (9088)
PROXML.DLL can be found in DLC\Bin
FileMon reports that MSVCI70.DLL cannot be found:

MSVCI70.DLL is a dependency file of PROXML.DLL
MSVCI70.DLL is not in %WINDIR%\System32
MSVCI70.DLL is located in DLC\Bin\System
MSVCI70.DLL is shipped with OpenEdge 10
CHANGE:
Upgraded to McAfee 8.5
CAUSE:
PROXML.DLL failed to load because the dependency file was missing. It is likely that MSVCI70.DLL was replaced and/or removed by McAfee AntiVirus from the Windows system32 folder.
FIX:
Copy MSVCI70.DLL from DLC\Bin\System to %WINDIR%\System32 (e.g. C:\Windows\System32)
