CAUSE:
OEStudio is the only 10.1B license installed. The dbutils are not components or subcomponents of OE Studio
FIX:
The dbutils directories are intentionally only installed as part of Progress RDBMS products.
Install a Personal, Workgroup, or Enterprise Database license. Perform a complete install.
