User is root.
CAUSE:
The DB directory is on a SAN disk and other computer is accessing the same file at the same time using the same mount point on that disk.
Linux creates a transparent file lock that prevents one of the computers from reading the file despite the permissions being 777 for the file and the directory even if you are root.
FIX:
Avoid other computers from accessing the same files on your DB directory.
