FIX:
Yes. Oracle 64 bit installation ships with 32 bit client libraries. You will need to set ORASOPATHNAME to point to Oracle's 32 bit library prior to starting data server executables.
For Oracle 9i and 10G,
ORASOPATHNAME=$ORACLE_HOME/lib32/libclntsh.so (solaris)
ORASOPATHNAME=$ORACLE_HOME/lib32/libclntsh.sl (HP UX)
