8.1A on VMS: Progress AppServer not an option in 'probuild'

8.1A on VMS: Progress AppServer is not an option during 'PROBUILD' so
what is already built into the AppServer executable?

Currently there is a known issue in 8.1A of Progress on VMS where
there is no option in the probuild utility to build an AppServer.
Therefore, it restricts your ability to customize your Application
Server Executable. So, one current limitation to this problem is that
without the ability to probuild, HLI/HLC functionality is not
accessible if you are trying to build it into your AppServer
executable.

When running 8.1A of the Progress AppServer on VMS the following
configurable elements are already built into the executable therefore
some functionality that you could have built in already does exist.
