Can the _idestartup.p procedure be used to dynamically create menu/toolbar entry or edit context menu actions specific to a project in OpenEdge Architect?

FIX:
No it is not possible.
While _idestartup.p can be used to execute procedures that are contained in it which will allow implementing pre-project startup tasks such as starting services needed within an environment, to dynamically set menu/toolbar entry or edit context menu actions, _idestartup.p would have to execute a procedure that would interact with an Eclipse plug-in that is able to do so. Progress does not provide such a plug-in. The current customization plug-in only allows creation and loading of menu/toolbar entries or edit context menu actions by user interaction.
