Error 9407 connecting from App Server client to App Server
Connection failure for host <host_name> port <port> transport <transport_name>. (9407)
Connection failure for host 127.0.0.1 port 3190 transport tcp.(9407)
Could not connect to the AppServer: <message text>. (7203)
Could not connect to the AppServer:Connection could not be made because the target machine actively refused it.(7203)
FACT(s) (Environment):

CAUSE:
Host file had a reference to the machine name and internal address on the same line as the localhost reference.
FIX:
Remove machine reference from localhost entry and make a separate line entry for the machine name / internal address reference.
