SYMPTOM(s):
Cannot parent widgets to frames inside dialogs in AppBuilder
Attempting to add widget to frame inside dialog
Widget is added to different frame
Widget is parented to root frame of dialog
Issue does not happen with regular windows

CAUSE:
Bug# OE00136196
FIX:
Upgrade to OpenEdge 10.1C or later release
Workaround:
Cut the widget from the dialog frame and paste it into the destination frame.
