CAUSE:
The behavior exists for projects where it is not desirable to compile HTML files by default because they do not contain WebSpeed code.
FIX:
To include HTML files in the build process, go to menu Window, Preferences..., OpenEdge Architect, Editor, Build and add "html" to the list of compilable file extensions.
