FIX:
There is no startup parameter that implements the functionality of the SESSION:TIME-SOURCE attribute. The TIME-SOURCE attribute is designed to allow on the fly switching between any connected database or using the time of the local machine. A startup parameter would not have the flexibility to do what the TIME-SOURCE attribute does.
