FIX:
Users can be exported using Sonic Management Tool(SMC) as follow:
1 - Go to 'security' folder under 'Configure' tab.
2 - Expand Security folder and you will see 'Default Authentication'.
3 - Right-click 'Default Authentication' and click on 'Export...'.
4 - All 'Default Authentication' (Users + Groups) will be exported to the disk.
Users can be later imported right-clicking 'Configured Objects' -> 'Import configuration...' -> Go to the root object folder of the exported files, for example 'Security'.
