SYMPTOM(s):
WebSpeed ASCII file upload function does not work in 10.1A for certain files
Files ending in .html and ini and csv extensions are not being loaded
WebSpeed ASCII file upload feature does not work in 10.1A
The fileUploadDirectory is configured for the WebSpeed broker
The file is not uploaded after submitting the form
The same function works in V9 and OE 10.0B

CAUSE:
Bug # OE00135373
CAUSE:
WebSpeed was not handling text files that are not text/plain, the fix modified the code so webspeed is handling non text.plain files
FIX:
The issue is fixed in 10.1B01
