AppServer broker fails to start with error 8077, 8117 and 8100

IOException reading message from server : <IOException_string> (8117)
ERROR: cannot start server. (8100)
AppServer Server process fails to start with error 5485 and 5475
Service Transport TCP busy (5845)
<component_name> initialization failure. (5475)
FACT(s) (Environment):
Range of ports are not listed in the netstat -na
Range of ports for the AppServer agents is not in use

CAUSE:
The range of ports defined for the AppServer agents is defined in the TCP services file
FIX:
Remove the definition of the port range from the services file
