Connection failure for host localhost port 6070 transport TCP (9407)
Error sending Web Service Request
Fatal Error: connect operation failed (Winsock reported error=0) (11767)
Using a 4GL client to consume a foreign WebService
FACT(s) (Environment):
The connection is not secured (SSL) over an intranet
Connecting to the WebService is no problem
A dot net client trying to consume the WebService has the same problem

CAUSE:
The address of the service was not defined in the WSDL file
FIX:
Add the service soap:address location to the WSDL file
