SYMPTOM(s):
Dynamics Configuration Utility doesn't work with only runtime license.
If using -rx startup parameter when running the Dynamics Configuration Utility, it will give error 724 in dcu.log:
** You cannot run programs that access data in this PROGRESS version. (724)
If not using -rx startup parameter then will give error 484 in dcu.log:
** Attempt to modify schema during run-time or query session. (484)

CAUSE:
A compiler license is required when the DCU performs schema changes in the repository.
There were plans to remove this restriction, but those have been dropped.
FIX:
Install a Development license.
Note that this can be installed on a different machine, as long as the DCU can make a direct connection to the ICFDB from that machine.
