GOAL:
Will it cause a problem with the running _probrkr if the Windows scheduler tries to start broker on the same port?

FIX:
The running broker will still run fine. When the scheduler tries to start the same broker with the same port, it will error out with port in use message. In order to avoid the conflict when the _probrkr is set to run with the windows scheduler every night, you can run the script to stop the broker 30 seconds before the start of the broker.
