CAUSE:
The Progress executable fails to run due to incompatibility between Progress binary and the C-library version in combination with the kernel. This error will raise whenever running Progress excecutables in an unsupported environment or a supported environment with missing pre-requisites on the OS, typically a library missing from the operating system.
For example: Progress version 8 is not supported to run on SuSe Linux 9 or 10.
FIX:
Upgrade/Downgrade the Progress version to a release that supports the Operating System version. Supported platforms, versions and pre-requisites can be determined by reading the readme.sp provided with the install media and the Platform & Product Availability Guides found here:
