GOAL:
What happens when a Replication Server cannot talk with a Replication Target Agent is not available and the Replication Server was handling multiple Replication Target Agents.

FIX:
When one agent/target server becomes unavailable in a two Replication agent/target environment, the Replication server/source continues to replicate ai notes to the other agent/target database. The ai files on the source remain in a locked status until the unavailable agent/target server becomes available and is synchronized.
If the agent/target server is to remain unavailable, the source.repl.properties file must be edited to remove the agent entry for that particular server. The Replication Server process must then be stopped and restarted.
