SYMPTOM(s):
AdminServer will not start
Proadsv -query returns back to prompt with no information.
No java.exe in task manager
No error message is displayed
No entries created in the admserv.log file.

CAUSE:
JDKHOME and JREHOME registry keys under HKEY_Local_Machine\SOFTWARE\PSC\PROGRESS\9.1E\JAVA were pointing to an incorrect location.
FIX:
Edit these registry keys to point to the proper drive and path location.
