FIX:
Use the %WINDIR%\syswow64\odbcad32.exe tool, or %SYSTEMROOT%\SysWOW64\odbcad32.exe (the Legacy 32-bit ODBC Administration tool) on the Windows 64-bit system to configure 32-bit ODBC datasources.
The tool works exactly as on prior versions of Windows.
The default ODBC Administration tool on 64-bit Windows versions is in fact a 64-bit version of the tool even though it is located in %WINDIR%\system32
