ProxyGen fails to start in OpenEdge 10

ProxyGen.exe - Application Error
The application failed to initialize properly (0xc0000135). Click on OK to terminate the application.

FACT(s) (Environment):

Monitoring PROXYGEN.EXE with FileMon utility shows that a required file is missing
<LineNo> <Time> ProxyGen.exe:<PID> QUERY INFORMATION C:\WINDOWS\SYSTEM32\MSCOREE.DLL NOT FOUND Attributes: Error
MSCOREE.DLL does not exist on the machine

CAUSE:

MSCOREE.DLL is part of the Microsoft .NET Framework which in this case indicates that the Microsoft .NET Framework 1.1 or 2.0 is not installed on the PC. ProxyGen in OpenEdge 10.x is used to generate .NET Open Clients and is therefore dependent upon the Microsoft .NET Framework 1.1 being installed.

FIX:

For OpenEdge 10.1B or earlier:
Install Microsoft .NET Framework 1.1.
For OpenEdge 10.1C or later:
Install Microsoft .NET Framework 2.0.
