Controller is a Primary Domain Controller.
AdminServer does not start.
No error is given.
DEP exception security is enabled.
DLC%\jdk\bin\java.exe has been enabled as a DEP exception.
Database does not autostart.
AdminService for Progress is started as a Windows service.
FACT(s) (Environment):

CAUSE:
This is a permissions issue when the AdminService is started under the default service account on a Windows Primary domain controller.
FIX:
Configure the AdminService to start as "This Account" which is a DomainAdmin user account.
