Cannot connect to the Database via SQL-92
Test connect from client fails with error
[DataDirect][ODBC OPENEDGE driver][OPENEDGE]Server rejects connection on attach.
Error 8839 appears in the database log file
No SQL servers are available. Try again later. (8839)
OE Broker fails to find a server available for connecting.
Sqlexplorer.exception file is created

ABL clients connect successfully
Secondary login broker has been defined
OpenEdge 10.x

CAUSE:
Primary broker has been configured with no servers specified.
FIX:
Verify that the Primary login broker has the following parameters specified -Mn, -Mpb, -Ma.
These values will designate the total number of servers as well as the servers defined for your ABL clients.
By designating a specific amount of servers to your ABL clients you are assured that the total number of SQL servers will remain available.
