Error started after installing Progress locally
Local installation of Progress does not include Report Builder
If the Progress.cfg file from the other PC is copied locally then Report Builder will run
CAUSE:
Progress is being used in an unsupported manner. To use an installation of Progress from another PC, a Shared Network Installation (Netsetup) must be run on that PC to configure the correct paths and .DLLs.
In this case, when running Report Builder via a short-cut, the local version of the Progress.cfg was detected. This Progress.cfg file did not contain a Report Builder license.
FIX:
Run Netsetup from the PC with the Report Builder license on the local PC.
