Report Builder license is shown in the Progress.cfg file
Older version of Progress was previously installed on the PC
Older version of Progress did not have a Report Builder license installed
CAUSE:
The PROCFG Environment Variable was configured and pointed to the Progress.cfg file from older Progress installation. The older Progress.cfg file did not contain a Report Builder license.
FIX:
Remove the PROCFG Environment Variable or change it to point to the Progress.cfg file containing the Report Builder license
