SYMPTOM(s):
Cannot find PROMSGS file when starting the application
Starting application with INI file results in PROMSGS error
PROMSGS is not set for the session in the INI file, registry or at the system level.
CAUSE:
The DLC environment variable is not set in the INI file.
FIX:
Set the DLC environment variable in the INI file being used. Use the progress default INI (progress.ini) file in the <install>/bin directory for the correct setting of this variable.
