ORACLE error -1632 see "ORACLE Error Messages and Codes Manual". (1252)

Data server for Oracle manual indicates no-error can trap any errors

Bug 20060615-006
FIX:
This is expected behavior. Data server does not allow 4GL clients to trap and handle fatal errors such as The document is wrong in saying no-error can suppress any errors.
