CHANGE:
Copied the ubroker.properties from 10.0B to 10.1A
CAUSE:
The error is due to the access privilege to the properties folder to read the ubroker.properties file
FIX:
Add either EVERYONE or IUSR_<machine name> to the %DLC% folder and give read privilege to that user. Make sure the privilege is propagated to the sub folder so the %DLC%/properties/ubroker.properties file can be read by the messenger.
