Please refer to article c2017252 in the Business Objects Knowledge Base for more information. As per the article:
"Runtime.chm is not included with Crystal Reports XI. Runtime distribution of the RDC in Crystal Reports XI is supported only when using the RDC merge modules. A merge module (.msm file) is a single package used to provide developers with a standard method of delivering all shared code, files, resources, registry entries, and setup logic."
