Time-source database is on a remote machine
MTIME function and NOW function jump back 64 milliseconds repeatedly

FIX:
Upgrade to OpenEdge 10.1A01 or later
Upgrade to OpenEdge 10.1B or later
Workaround:
Set the time-source to the local machine, using SESSION:TIME-SOURCE = 'local'.
