FIX:

1. Start the Progress Explorer
2. Connect to the AdminServer
3. Select the database from the Database folder (Do this by double clicking on the database container icon).
4. Select the Configurations Folder (Do this by double clicking on the folder icon).
5. You will see the configuration file for this database. Place mouse on the configuration file name and press right mouse button and select Properties. The properties window will appear.
6. Select Background Writers.
Once at this screen you can set Watchdog or BIW (Before Image Writer) to be auto started. This is also where to specify the number of APWs to auto start as well.
