This functionality is not available in the Report Builder Designer so it is not possible to prompt for user-input.
This can be achieved using the Report Engine by utilizing the RB-OTHER-PARAMETER parameter and RUNTIME-PARAMETER() method. This is covered in the Report Builder Deployment Guide.
