Progress executables have not been probuild
CAUSE:
Suspect a virus, corrupt _dbutil.exe in this case.
FIX:
If available, copy the Progress executables (eg _dbutil.exe) from another machine that is also running the exact same Progress version and SP level to DLC/bin. Take care to transfer in binary mode and check permissions.
Otherwise, download and install the latest Progress Service Pack, which will in effect replace all the executables on this machine
Or, re-install Progress.
